Kaeloo and Quack Quack are playing a hand-clapping game when Stumpy runs up to them and tells them that Mr. Cat forcefully took all of his comic books. A flashback is shown where Mr. Cat demands that Stumpy give him all of his comic books, to which Stumpy simply complies. Kaeloo tells Stumpy that he should have fought to get them back, and then decides to teach him and Quack Quack "the art of Stepper".
She shows them a bunch of exercises, and Stumpy says that it is very painful, but Kaeloo says that pain only makes people stronger. After a while, Stumpy, in great pain after Kaeloo speeds up the exercise, decides that he must be able to beat Mr. Cat and runs off, only to return after being blasted with a bazooka.
Kaeloo then explains what the art is about, with a story: a young frog used to work in a restaurant with his father, but his father was attacked by an evil cat. The traumatized frog then developed a form of martial arts and taught it to numerous other frogs. She also mentions that it is only to be used for self-defence, not violence.
After numerous intense training sessions, Stumpy finally manages to show some progress. He goes up to Mr. Cat and challenges him, and Mr. Cat grabs a chainsaw and starts chasing him. Eventually, Stumpy is cornered, but Kaeloo motivates him to fight. Stumpy uses all his techniques and manages to knock out Mr. Cat.
Later, Quack Quack is practicing his martial arts with levitation and psychokinesis, when Stumpy shows up with a gun. Stumpy explains that now that he has knocked out Mr. Cat, Mr. Cat's role must be filled, and he demands that Quack Quack give him all of his yogurts. Quack Quack uses his psychokinetic powers to attack Stumpy with yogurt and Kaeloo realizes that Stumpy is not fit for martial arts such as this one.
